50th Anniversary of Dr. Martin Luther King at Temple Israel of Hollywood

On February 25, 1965, only seventy-five days after Dr. Martin Luther King Jr. received the Nobel Peace Prize in Oslo, only four days after Malcolm X was assassinated in New York, and two months before his march from Selma to Montgomery, Dr. King spoke in the Sanctuary of my synagogue, Temple Israel of Hollywood under very tight security before fifteen hundred congregants about the state of race relations in America, the struggle for freedom, for equal rights and voting rights, and the need for partnership among all peoples of faith and good will to attain the goals promised to all Americans as declared the Declaration of Independence and the Preamble to the United States Constitution.

Dr. King was introduced by my esteemed predecessor, Rabbi Max Nussbaum, a refugee from Berlin who had fled in the middle of the night in 1940 to Amsterdam and then to the US with his wife Ruth to avoid arrest the following morning by the Nazi SS.

Rabbi Nussbaum was one of our g’dolei dor (the great rabbinic leaders of his generation), a brilliant scholar, activist and orator as was Dr. King, and they had much in common reflecting the common struggle of African Americans and the Jewish people in history.

This past Sunday evening, January 18, our synagogue joined with the diverse interfaith and inter-ethnic community of Los Angeles including Christians, Muslims, African Americans, Koreans, Latinos, and peoples from the Middle East to celebrate the fiftieth anniversary of Dr. King’s appearance at Temple Israel as well as his work, spirit and legacy.

I shared with the assembled 1400 people that just as Dr. King and Rabbi Nussbaum met at a difficult time in American history, we too were meeting at a difficult time filled still with so much injustice and poverty, alienation and insecurity, war and violence here and around the world, and that despite the passage of a half-century since Dr. King spoke to our community, and despite the many achievements made in promoting greater justice and human rights for Americans and peoples around the world, that we are in dire need still of the courageous and loving spirit of Dr. King, that it may penetrate our hearts, minds, and souls and stir us and all people to action that we may bend the arc of justice even further on behalf of others.

Dr. King understood that a people that fought for its rights was only as honorable as was its concern for the rights of all people, which is why we joined together earlier this week – to act on behalf of the rights of all people in America and around the world.

We were graced on Sunday evening with the presence of many distinguished clergy, community leaders and public officials including Father Ian Davies, Canon, of St Thomas Episcopal Church in Hollywood, Imam Sheikh Asim Buyuksoy of the Islamic Center of Los Angeles, the Reverend Dr. Ignacio Castuera of the United Methodist Church, Dr. John B. Cobb Jr., Professor Emeritus at the Claremont School of Theology and at Claremont Graduate University, Pastor Alan Wright of the Word Center Church in South LA, Pastor Sam Koh of Hillside Ministry of the Los Angeles Christian Presbyterian Church, Pastor Greg Bellamy of One Church International in mid-Los Angeles, Hyepin Im, President and CEO of Korean Churches for Community Development, West Hollywood Mayor John D’Amica, Cameron Onumah representing Senator Dianne Feinstein, and the Mayor of the City of Los Angeles, Eric Garcetti, who greeted us with special eloquence. NPR talk show host and author Tavis Smiley delivered the keynote address.

The evening was filled with music led by 86 voices of the Temple Israel of Hollywood Choir, the Leimert Park Choir and the Life Choir. We listened to the ethnic music of the Persian Lian Ensemble, a Mozart Mass performed by the Luminai String quartet and two sopranos, and the music of the Mexican ensemble Cambalache. We were treated to traditional Korean dance by beautifully costumed women and young girls from the Jung Im Lee Dance Academy.

All conceived, directed and produced by our synagogue’s Vice President of the Arts, Michael Skloff, a composer of Broadway and television music (e.g. the theme song for NBCs long-running hit “Friends”) and a video montage of the participating clergy overlaid with photographs and film footage from the civil rights movement and other American and worldwide human rights struggles as filmed and edited by documentary film-makers and Temple Israel members Roberta Grossman and Sophie Sartain.

The highlight of the evening was a tape-recording of Dr. King’s speech delivered fifty years ago in our Sanctuary (made possible then by Leo Wainschul who also captured the iconic image of Rabbi Nussbaum and Dr. King shaking hands together). We partnered on this King Holiday with “Big Sunday,” conceived and born at Temple Israel. Each Martin Luther King Holiday Big Sunday, led by founder David Levinson, hosts a breakfast and clothing drive at its offices on Melrose Avenue attended on Monday by 400  volunteers who provided clothing to nearly 6000 individuals.

It was a memorable day, punctuated by love and calling us all to renewed action on behalf of others.

 

Confronting Radical Jihadist Islam

The more things change the more they remain the same.

As Jews read the story of the Exodus in synagogue during these weeks, our people living in France, Britain, Turkey, Belgium, and elsewhere find themselves confronting rising anti-Semitic passions stoked by radical Islamists and classic under the radar Jew-haters.

How ought we Jews to respond?

I am not one who believes that there is an anti-Semite lurking under every bed, nor do I believe that the world wants all us Jews dead. We have lots of friends and I believe that we are ill-advised to over-react. France’s Prime Minister Manuel Valls said last Saturday: “France without Jews is no longer France.”

Yes, there has been an increase in aliyah to Israel in the French Jewish community in the last two years, and it is likely that more will do so this next year, but most French Jews are staying put and have no intention of leaving.

European anti-Semitism, of course, is nothing new, though this year’s spike since the Gaza War and Israel’s growing isolation internationally is of increasing concern. At the same time, we can’t delude ourselves into thinking that anti-Semitism in Europe today is anything like it was in the 1930s when anti-Jewish riots were government sponsored and backed. They aren’t today.

What is new is the spread of Islamic fanaticism around the world. Here too we have to be careful not to over-react. The truth is this – the vast majority of the 1.6 billion Muslims in the world are peaceful, non-violent and want what all people want: employment, a decent living, education for their young, healthcare, and safety.

I have heard it said that since Judaism, Christianity and Islam all have sacred texts justifying killing, we can’t judge Islam differently than we would judge Judaism and Christianity. Though there are indeed such texts in all three religions, to ignore each religion’s separate and distinct historical and religious development is not only willful ignorance but dishonest.

Judaism’s most violent era occurred between two and three thousand years ago (1200 BCE to 70 CE) during the conquest of Canaan, the period of the Judges and Israelite kings, and foreign rule over the land of Israel culminating in the destruction of the Temple by Rome. From then on, Jews were victims until the establishment of the state of Israel which has been forced to defend itself against those who have sought its destruction. Though many harshly criticize Israel, wars of self-defense are morally justifiable in Jewish tradition and everywhere in the world.

Christianity too has a long and violent history beginning in the time of Constantine (3rd-4th century CE) and stretching through the period of the Church Fathers, the Crusades, Spanish Inquisition, medieval Europe, and into the twentieth century.

Islam after Mohammed (7th century CE) conquered with dizzying speed at the edge of the sword most of the peoples of the Middle East, North Africa and Spain killing anyone who didn’t convert. In the last half of the 20th century, some estimate that 10 million Muslims have been killed at the hands of other Muslims throughout the world.

Indeed, facts cannot be ignored. Since 9/11 more than 24,000 terrorist acts have been committed around the world in the name of Islam. In the past twenty years, there has arisen a fanatic, extremist, fundamentalist interpretation of Islam that has inspired thousands of cult-like loyalists to kill anyone they regard as infidels and strive to undermine and crush western democracies that they consider morally corrupt.

Though the vast majority of the world’s 1.6 billion Muslims are themselves not violent, Tom Friedman of The New York Times wrote this week that there seems to be ambivalence among too many “moderate” Muslims who may be partially sympathetic with the jihadists thus accounting for their silence in the face of so much terrorism.

What is needed now, Friedman wrote, is not a million person march of French citizens in support of tolerance, free speech and basic freedoms, but a one billion Muslim person march in protest against Muslim jihadist murderers.

I don’t know much about Islam, but a world religion that spawns so much violence has to be questioned.

Whereas both Judaism and Christianity have undergone religious reformations, Islam has not, and that fact combined with despotic rule over Muslims by oppressive regimes, a preponderance of poverty, illiteracy, and unemployment in many Islamic nations, make for a dangerous cocktail.

Ahmed Vanya, a courageous American Muslim and a fellow with the American Islamic Forum for Democracy, has written:

“Classical Islamic law…is definitely not peaceful or benign, and …not suited for this age; neither are its violent and grotesque progeny … Islamism and jihadism … it is the duty of us Muslims, using reason and common sense, to reinterpret the scriptures to bring about an Islam that affirms and promotes universally accepted human rights and values. It is our duty to cleanse the traditional, literalist, classical Islam and purify it to make it an Islam that is worthy to be called a beautiful religion.”

This weekend we celebrate Dr. Martin Luther King’s legacy and we read our story of the Exodus in synagogue. I welcome Ahmed Vanya’s voice and those like him in the Muslim world who speak in the true spirit of the prophetic tradition that is basic to all three great religions, for Vanya is clear as a true moderate and unafraid to stand up to the jihadists while affirming that the future need not be like either the present or the past.

 

Israelis Have to Choose

It is clear that with the coming Israeli elections on March 17 that Israelis have an opportunity to make an important choice. There are essentially two options and everyone knows what they are. Each carries risk. The question is, which will most likely secure Israel as a democracy and homeland for the Jewish people while restoring Israel’s credibility within the international community, and which will not.

Option 1 – A negotiated 2 states for 2 peoples end-of-conflict agreement with international and moderate Arab support that would create a Palestinian State in the West Bank and Gaza alongside the State of Israel. The two states would have clear borders based on the 1967 lines with adjustments made to include within Israel the large Israeli settlement blocks thus embracing 80% of Israeli settlers into Israel. Land swaps of equivalent land would be included in the state of Palestine. East Jerusalem would become the capital of Palestine and the world would at last recognize Jerusalem as Israel’s eternal capital. Security guarantees would be set for the holy city. The West Bank and Gaza would be demilitarized except for Palestinian police forces. All Palestinian refugees would have the right of return to Palestine and not to Israel with limited family reunification in Israel. Those Palestinians who wish to carry Palestinian citizenship and stay in Israel could do so, and the same could be said of Israelis who choose to live in the new State of Palestine. Each would be subject to the laws of the state in which they live. Israel would end its occupation of the West Bank and it would remove all restrictions from Gaza except for the importing of military weaponry. There would be no “Greater Israel” and no “Greater Palestine” in the future. Peace agreements would be forged between Israel and all moderate Arab and Muslim nations. There would be an end to the BDS movement against Israel as well as an end to all threats against Israel by the UN, the Hague and international criminal courts. UNRWA (the UN Relief and Works Agency for Palestine Refugees) would be completely dismantled. The international community would assist the new state of Palestine in every way possible to survive economically. Gaza would be rebuilt. Gaza and the West Bank would be linked with a secure rail system thus enabling the Palestinians to move themselves and their goods freely between these two areas of the state of Palestine without having to pass through Israel.

Risks with Option 1 – There likely will continue to be sporadic terrorism against Israelis from Palestinian rejectionists and extremists that would have to be handled forcefully by both Israeli and Palestinian security forces working in tandem with each other, as they have been doing effectively in the West Bank. If the peace falls apart, there likely would be continued armed conflict. Israeli extremists who do not accept this agreement and act out violently against Palestinians or the IDF would have to be forcefully restrained, arrested, prosecuted, and imprisoned.

Option 2 – The status quo continues with eventual Israeli annexation of the West Bank resulting in a one-state solution of the conflict embracing all the land from the Jordan River to the Mediterranean Sea and including its 2.5 million hostile Palestinian Arab residents. Either these Palestinians would become voting citizens of the state of Israel in which case Israel will cease to be a Jewish state because the populations between Jews and Arabs will be equal, or they are denied Israeli citizenship and the right to vote in which case Israel will cease to be a democracy. Israel would continue to build more settlements everywhere with potential efforts to force or induce Palestinians living in the West Bank to leave their homes and live outside the state of Israel.

Risks with Option 2 – Increasingly, Israel will be internationally isolated and there will be permanent war. European parliaments are already voting to support a Palestinian state and that will continue. Strains between the United States and Israel will also continue with a clear possibility that the United States’ special relationship with Israel will diminish and evaporate. Should that happen, the pro-Israel American Jewish community will have an increasingly difficult time making Israel’s case before Congress and the President. Anti-Semitic attacks will likely multiply around the world against synagogues, Jewish community centers and institutions, and against individual Jews walking the streets. Israel will become a pariah nation and the Zionist dream of the Jewish state being the greatest experiment in the history of Jewish ethical living will be destroyed.

It should be obvious to anyone with his/her eyes open that time is not working in Israel’s favor. Despite recalcitrance by the Palestinian leadership and their abject failure to educate their children and societies for peaceful coexistence with Israelis, as well as many missed diplomatic opportunities to move forward towards a two-state solution, a new Israeli government that is committed to both Israel’s security and settling this conflict once and for all in a two-state solution (as the new party led by Labor’s Yitzhak Herzog and Tenua’s Tzipi Livni) may well open up new possibilities for partnership with Palestinian leaders who wish to live in peace side by side with the state of Israel in a state of Palestine. There are many such leaders but as the politics have become increasingly polarized, their voices have been stilled.

This is the time for the Israeli electorate to choose, and we ought to support those Israeli politicians who we believe are best capable of delivering a secure, Jewish and democratic future for the state of Israel.

Yes, the situation is complicated and dangerous.

Yes, there is enormous mistrust between the two sides.

Yes, there are extremists in each community (Israeli and Palestinian) who are making progress very difficult.

But, ein breira – there is no alternative except to keep trying and then to keep trying some more. There is too much at stake for the state of Israel and the Jewish people not to give our support to those who favor Option #1 above.

The New Republic – Say Kaddish

My friend and colleague, Rabbi Jeffrey Salkin, has written a superb “eulogy” for an American institution, The New Republic in The Jewish Daily Forward, that everyone should read. http://forward.com/articles/210524/the-nu-republic-no-more/

As I try and wrap my mind and heart around what The New Republic’s young, arrogant owner Chris Hughes did is difficult to fathom.

The sheer arrogance of Hughes is what is most confounding to me – to buy something he clearly did not understand, change its mission unilaterally, fire Franklin Foer, the respected editor without even telling him personally that he was being replaced, and then to justify what he has done, still not understanding the impact of his deed, is the definition of both hubris and stupidity. This is a very sad moment in America’s journalistic history.

An Open Letter to Young American Jewish Liberals About Israel

This past month I exchanged emails with a bright, Jewish American rabbinical student living in Jerusalem who grew up in my congregation, whose family are life-long Zionists, and who has become disheartened by recent events and trends in the state.

She rightly perceives a growing corruption of classic liberal Zionist principles, is shocked by growing racism in Israeli society, dismayed by the Israeli government’s conceptualization of the situation with the Palestinians, befuddled by ongoing settlement building and home demolition in East Jerusalem, and horrified that a liberal democracy can tell Israeli Arab citizens that they can no longer work in Israeli Jewish communities because they pose a “security threat.”

She is fearful that demagogic and oppressive forces are gaining popular currency in Israel and that the Israeli government is increasingly intransigent in dealing effectively with its many challenges.

She is disheartened, as well, that the chief rabbinate maintains coercive hegemonic control over religious life in the state, and she wonders whether it would be preferable to give up Israel’s Jewish character for the sake of preserving Israel’s progressive democracy.

All these trends have caused her to emotionally disengage from Israel, and she confides that she feels like a heretic and does not know what to do or how to think about Israel going forward.

In response I am writing this open letter not only to her, but to all American Jewish liberal young people who are feeling this disconnect with the state of Israel.

First, I want you to know that I am proud of you, of your critical thinking, of your commitment to live an enriched Jewish religious and ethical life, to be a learned Jew, and that you yearn to make sense of what Israel means to you.

Second, you are not alone. Shabtai Shavit, a former director general of Mossad, recently wrote about his similar concerns about the “future of the Zionist project” and the threats against it in the region and international community. Shavit harshly criticized Israel’s political leadership’s “…haughtiness and arrogance, together with more than a bit of the messianic thinking that rushes to turn the conflict [Israel-Palestinian] into a holy war.”

Shavit worries that “…large segments of the nation…have forgotten…the original vision of Zionism: to establish a Jewish and democratic state for the Jewish people in the Land of Israel…” and that “the current defiant policy [of settlement building] is working against [this vision].”

He called upon Israel to enter into conversation with moderate Arab nations (i.e. Jordan, Egypt and Saudi Arabia) and negotiate, based on the Saudi Peace Plan of 2002, a two-states for two peoples resolution to the Israeli-Palestinian conflict that will augur, as promised in the plan, the complete normalization of relations between Israel and the moderate Arab and Muslim world.

Shavit concluded soberly: “I wrote the above statements because I feel that I owe them to my parents, who devoted their lives to the fulfillment of Zionism; to my children, my grandchildren and to the nation of Israel, which I served for decades.” (Former Mossad Chief: For the first time, I fear for the future of Zionism – Haaretz, November 24, 2014 – http://www.haaretz.com/opinion/.premium-1.628038)

As a rabbi who has served American congregants for 35 years and been an active Reform Zionist all that time, I wish to offer ten additional thoughts to our young liberal American Jewish community, as well as others, if this applies:

1. You are not alone in your worry about the dangers to the Zionist dream;

2. You are not alone in your concerns about the unequal treatment of Arab citizens of Israel;

3. You are not alone in your anger about the hegemony of the chief rabbinate over the lives of all Israelis;

4. Israel is far more than Jerusalem which is becoming increasingly more ultra-Orthodox and right-wing. It is also Tel Aviv, a society that represents modern Israel that can inspire you anew about Israel’s past, present and future;

5. Israel is not a “racist society” though there are Israeli racists, a distinction with a significant difference;

6. Remember to appreciate that Israel remains a vital democracy despite its flaws and its current (but resolvable) status as an occupying force in the West Bank;

7. Don’t be cavalier about Israel’s real security threats, but do not accept at face value that those threats necessarily legitimate every policy executed by this government as smart, right, democratic, and moral;

8. Don’t forget that many Israeli liberal organizations monitor and fight injustice in Israel and the West Bank;

9. You must be able to hold at once your conflicting thoughts and feelings about Israel while maintaining your active engagement with her;

10. Despite your disappointment, anger and frustration, we cannot afford for you to disengage from Israel. Though we are not Israelis and only Israelis can make the decisions vital to their lives and security, we liberal lovers of Israel need you to become our next generation’s leaders in American Zionist organizations that advocate for the democratic, pluralistic, nation state of the entire Jewish people.

Theodor Herzl’s famous statement is still true and instructive – “If you will it, it is no dream.”

We need you to keep the faith, and become the advocates that Israel deserves and we and the Jewish people need.

We are approaching elections for the World Zionist Congress which is Diaspora Jewry’s only democratic mouthpiece to directly affect what happens in Israel. Gratitude – Gratitude – Gratitude

As so much in our country and world is torn and ugly (e.g. Middle East, Congo, Sudan, Ukraine, North Korea, Iran, American politics, fundamentalist religious and nationalist extremism, Ferguson, prejudice, suspicion, hatred, racism, anti-Semitism, mental illness, societal polarization, etc.), Thanksgiving comes to Americans this week and we ask ourselves – ‘For what are we grateful?’

At our synagogue’s Nursery School Thanksgiving celebration earlier this week, I asked two questions of our children, their parents and grandparents: “Do you wake up each morning feeling mostly ‘grumpy’ or mostly happy?” It’s much easier to be grateful if we are happy as opposed to being grumpy.

Two-thirds said they awake happy, refreshed and raring to go, and the other third said ‘grumpy,’ many (I suspect) with the caveat that it takes them a bit longer to wake up and get into the flow of the day – then, maybe, they feel happy – but maybe not!

I am one who awakens happy, especially after I’ve had my double espresso – my little ‘resurrection’ each morning. Though I awake happy most days, I’m not naive. I am particularly conscious of the world’s troubles, and in my role as a rabbi and pastor, every day people seek me out for counsel, comfort, support, and love. I do the best I can in response, and offer whatever support and comfort I am able. Many, of course, continue to suffer (some for good reason) and they are joined by many in our community and around the world who live in difficult circumstances. When feeling this way, it is  difficult to feel gratitude for anything.

Indeed, most of us are confronted with life-challenges large and small. My question of our Nursery School children, parents and grandparents revealed that, at least, in this group gratitude comes naturally to most even when we feel that we’ve been dealt a bad hand. Little children inspire that kind of joy, love and gratitude.

How we approach the world determines not just whether we are grateful for our many gifts, but also whether we exhibit the virtue of humility, and whether we are generous people or tight-fisted including what we give of ourselves and resources to others. In this way, the virtues of gratitude, humility and generosity are inter-related. If these virtues are highly developed, people are more likely to discover deeper meaning and happiness in their lives.

What follows are thoughts on the virtue of gratitude as drawn from Jewish tradition and world literature. You might consider sharing these quotations around the Thanksgiving table this year as you share with each other, as my family does annually, what we feel gratitude for in our lives.

BDS Is Not The Way at UCLA – Statement by Assembly Member Richard Bloom

What is needed today vis a vis the Israeli-Palestinian conflict are not BDS votes against Israel or Israeli collective punishment against innocent Palestinian families who happen to be related to terrorists (i.e. illegal and proven ineffective home demolitions). What is needed are Israeli and Palestinian statesmen whose cool heads, calming rhetoric, condemnation of violence, and commitment to return to serious negotiations to achieve a two state solution to this conflict before more blood is shed and suffering is experienced.

I wish to commend California State Assembly member Richard Bloom who released a Statement on UCLA’s student government’s endorsement of divestment policy against Israel yesterday. Here it is in full:

“I am outraged by the decision of the UCLA student government to pass a resolution supporting the divestment of University funds from American companies lawfully doing business in the Israeli-controlled West Bank. Ironically, this vote – targeting only Jews and Israelis – takes place while Palestinians have been openly celebrating the vicious murder of five innocent individuals in Jerusalem.

The supporters of the UCLA student government measure claim it is in the interest of promoting human rights. Yet, there are no human rights concerns voiced about the indiscriminate shelling of Israeli civilians by Hamas this past summer. Nor is there thought given to human rights violated by the premeditated, Hamas-led murders of three young men that preceded that shelling. The hypocrisy is undeniable.

Fortunately, a vote of eight student leaders does not represent, in any way, the majority of UCLA students, 2,000 of whom were brave enough to sign a petition opposing the short-sighted and polarizing resolution. I am gratified by Chancellor Block’s statement that “The Board of Regents does not support divestment in companies that engage in business with Israel and UCLA agrees with that position.

The press release notes that This action is contradictory to U.S. and California economic policy.  In fact, just this year, Governor Jerry Brown signed a Memorandum of Understanding (MOU) to increase business between California and Israeli-based companies. This MOU recognizes that Israel and California house many top environmental and technology businesses specializing in areas like water efficiency and renewable energy.

Sadly, this action only increases the already hostile campus climate for Jewish students at UCLA and directs undue anger towards the Jewish community as a whole.  Instead of focusing on promoting conflict, the student government should be enacting on constructive policies that have real objective and positive goals and that don’t endorse vitriol and alienate their fellow students.”

Richard Bloom chairs the Assembly Budget Subcommittee on Natural Resources and Transportation.  He represents California’s 50th Assembly District, which comprises the communities of Agoura Hills, Bel Air, Beverly Hills, Brentwood, Hollywood, Malibu, Pacific Palisades, Santa Monica, Topanga, West Hollywood, and West Los Angeles.

 

Congressman Henry Waxman – An American Hero

Few in the history of the United States Congress have so positively impacted the lives of millions of Americans and changed the way the US does business as has Congressman Henry Waxman, who leaves office January 2nd after serving in the House of Representatives for forty years.

Henry has served the district of my congregation for most of that time, and this past Shabbat evening hundreds in our community came to honor him and express our collective gratitude for his life-time of service not just to us here in Los Angeles, but to the nation as a whole.

Henry is a strong and principled man. His Jewish values have guided him from his earliest years growing up in Boyle Heights, and he believes that good government can overcome any entrenched power that eclipses the public’s interest and bring important benefits to people all over the country.

One must wonder, however, in light of the current dysfunction of our federal government, how he has been able to be so remarkably prolific as a legislator. I believe he has succeeded for many reasons. Henry is legally and politically skillful, keenly intelligent, moral, savvy, patient, persistent, perseverent, and blessed with a quick wit and disarming sense of humor.

When Henry entered the California legislature as a young man, and then Congress in the post-Watergate years (1974), he also took seriously the challenge of mastering the legislative process. He became an expert in the health care system and the science of the environment, as well as a thoughtful advocate of the American-Israel strategic relationship. Henry also mastered the budgetary process and devoted himself as both a majority leader and then minority leader to government oversight. He reached out across the aisle and successfully included Republican co-sponsors in all legislation he authored (one of the secrets to his legislative success), except one, the Affordable Care Act, which frustrated him because so many of the ideas incorporated in the bill had been suggested by Republicans.

Five years ago Henry gave me a copy of his memoir The Waxman Report, (still available from his local office) a title drawn from his family’s early east Los Angeles newspaper called “The Waxman Reporter.” His book is a chronicle of the challenges, successes and failures that he faced in his 40-year congressional career and in the California legislature, and is a veritable guide in how to be effective as elected public servants.

Most members of Congress would be thrilled to claim success in shepherding one or two bills into law. Henry’s record of accomplishment is one of the most expansive and distinguished in the history of the House of Representatives. Here is a partial list of what he has succeeded in bringing into law:

• He challenged Big Tobacco, forced a showdown with the CEOs of all the major tobacco companies, shined a light on the threats to the health and well-being of millions of Americans by emphasizing the addictive character of nicotine and its many health risks, the tobacco companies’ deliberate marketing of cigarettes to children, their manipulation of the nicotine level in their products, the number of consequent deaths, and the drain on the America’s health care system;
• He passed bills to ban smoking in restaurants and on domestic airplanes;
• He passed the Clean Air Act limiting toxic air emissions thereby protecting the ozone layer of the atmosphere, limiting the release of cancer-causing toxic emissions and other hazardous air pollutants thus saving tens of thousands of lives;
• He expanded Medicaid coverage for the poor and elderly;
• He funded the first government-sponsored HIV/AIDS research;
• He passed bills lowering drug prices through generic alternatives thus saving the American taxpayer trillions of dollars;
• He fostered the development of hundreds of new drugs to treat rare diseases (Orphan Drug Act);
• He got nutritional labels placed on food packaging (Nutrition Labeling and Education Act; Dietary Supplement Health and Education Act);
• He passed laws to keep food free of pesticides (Food Quality Protection Act);
• He cleaned up the nation’s water supplies (Safe Drinking Water Act);
• He held hearings on steroid use in Major League Baseball resulting in the Clean Sports Act;
• He established federal standards for nursing homes to protect the elderly from abuse and neglect;
• He sought to stop taxpayer waste, fraud and abuse in areas from Wall Street to Hurricane Katrina clean-up, and to the wars in Iraq and Afghanistan.

Henry Waxman has been as effective as any legislator in the last century of the American Congress. He succeeded because he and his staff were always prepared, always smarter and more skillful than his opposition and the most powerful special interests. No one ever intimidated him.

All the while, Henry attended to his district. Recently, a woman told me that she had approached Henry after her husband got sick as a consequence of his army service in the first Gulf War. He had lost his health insurance, the family had gone bankrupt and was on the verge of losing their home. He eventually died, but Henry saved this woman’s home from dispossession.

His support for the security of the state of Israel and for the liberation of Soviet and Syrian Jewry, distinguishes Henry as well in late 20th century Jewish history.

Henry is blessed with an extraordinary wife and life-partner, Janet, who is as smart, sophisticated, insightful, astute, refined, and decent as he. Her support, counsel and partnership with Henry have not only served him well, but also our nation. Together, they have a wonderful family and are deeply committed and educated Jews.

My wife Barbara and I consider Henry and Janet Waxman as dear friends. As they begin a new stage of their lives together, I wish them good health, joy with their children and grandchildren (note: Henry is the only sitting member of Congress who has three sabra grandchildren), and their many friends.

Despite Henry’s retirement from Congress, something tells me that America has not heard the last of Henry Waxman. He has still much to contribute to the nation, and I suspect he will do so with his characteristic intelligence, passion and skill.

May Henry Waxman’s legacy of service to our nation be the standard against which all current and future members of Congress be evaluated.

The Jewish Vote in Mid-Terms – No Significant Change Polling Reveals

Despite the successes of the Republican party in these mid-term elections resulting in Republican majorities in both the House and Senate, polls suggest that American Jews (representing 2-3% of the voting public) have not shifted in our attitudes and policy preferences over the last three congressional elections.

I participated today in a national J Street conference call featuring the Founder and President of J Street, Jeremy Ben-Ami, J Street’s Political Director, Dan Kalik, and Jim Gersten, a well-known and veteran pollster who conducted surveys on election night with 800 representative American Jews.

The following points were made:

1. The American Jewish vote is still a rock-solid Democratic constituency. 70% of American Jews voted for Democrats suggesting that efforts by those on the political right to score points by continually attacking President Obama in his relationship with the State of Israel did not resonate with Jewish voters.

2. 84% of American Jews support a reasonable deal with Iran in current discussions that would permit Iran to have use of nuclear power for civilian purposes as well as continual in-depth international inspection of Iranian nuclear sites.

3. 80% of the American Jewish community supports a two-state solution to the Israel-Palestinian conflict in theory. 77% support a two-state solution when details of an agreement are spelled out.

4. 57% of the American Jewish community gives President Obama a positive  approval rating, 16% greater than the American community as a whole. American Jews give the Republican Congress 18% approval and Republicans a 71% unfavorable rating.

5. 85% of American Jews support active United States involvement in seeking an Israeli-Palestinian two state solution. 72% of American Jews support the US publicly disagreeing with Israeli and Palestinian positions. However, if the US would publicly disagree only with Israel, 48% would approve as opposed to 52% who would disapprove, suggesting that American Jews do not like Israel being singled out unfairly for criticism.

6. 80% of American Jews still support a 2 state solution to the Israeli-Palestinian conflict despite this summer’s Gaza War.

The three panelists were asked what they thought President Obama would now do relative to foreign affairs having lost both houses of Congress. They reasoned that little will be done on the domestic front, but as other past presidents have focused much of their time on foreign affairs in their final two years in office, they expect the Administration to do the same.

Despite the current tensions between Israel and the Palestinians, a chief concern of the Obama Administration has always been that solving the Israeli-Palestinian conflict serves American interests in the Middle East. It is very possible, therefore, that the President will re-launch a new peace effort, despite well-known personal antipathy between President Obama and Prime Minister Netanyahu.

7. 53% of the American Jewish voting public favors Prime Minister Netanyahu, about the same as we favor President Obama.

8. When asked if Bibi’s policies have helped or hurt the US-American strategic relationship, 21% of American Jews say that it has not hurt the relationship; 40% say it has harmed the relationship; and 40% say it has had no effect. [Note: The figure that 40% believe that Bibi’s policies and treatment of President Obama have hurt the US-Israeli relationship is stunning in the history of American Israeli history. These statistics suggest that whereas American Jews respect the office of the Israeli Prime Minister, we do not necessarily respect his views, policies and behavior towards the American Administration.

In this election, J Street endorsed 95 candidates for the House and Senate and raised $2.4 million for races representing by far the largest single source of pro-Israel funds in the nation’s capital. Of the 95 races, 77 J Street endorsed candidates won their contests including both Democrats and Republicans. Candidates endorsed by J Street agree to advocate for a strong US-Israeli relationship and American engagement in advocating for a two-state solution to the Israel-Palestinian conflict.

A concluding thought: For Democrats, a certain amount of despair has accompanied this mid-term election. That being said, the results may be the very impetus the President needs to achieve foreign policy goals that include Iran, ISIS, Ukraine, and the Israeli-Palestinian Conflict. If that is the case, then this mid-term will not have had a negative effect on achieving important American foreign policy goals.

Two Veteran Journalists Raise Alarm Bells about the Direction of the Israeli Government

Over the years I have grown to trust certain journalists who cover Israel and the Middle East conflict for their accuracy and insight. Two of them are JJ Goldberg (Jewish Daily Forward) and the veteran defense reporter for Israel’s largest newspaper Ron Ben-Yishai (Yediot Ahronot).

Yesterday in this blog (https://rabbijohnrosove.wordpress.com/), I reviewed the key aspects of Ben-Yishai’s 2400-word report on Israel’s new “conflict management strategy” of Gaza and the West Bank. Among other conclusions, Ben-Yishai said that the Israeli government no longer is working towards a two-state solution to the Israeli-Palestinian conflict, that it now is in a “conflict management mode” that includes economic development of the West Bank, PA control over Gaza, the disarmament of Hamas, the refusal to remove Israeli settlements from the West Bank, and  indefinite Israeli control of the West Bank until Middle East instability ceases and the most radical terrorists (Hamas, Hezbollah, and ISIL) are eliminated.

In his piece in the Jewish Daily Forward, JJ Goldberg (Is Israel Abandoning Push for Two States?) sites Ben-Yishai’s potentially explosive report (Hebrew)/Ynet (English) and pulls the veil off of the current Israeli government’s greatest deception, that it is serious about achieving through negotiations a two-state solution to the Israeli Palestinian conflict.

Goldberg cites two incorrect translations from the original Hebrew article of Ben-Yishai that indicates that the United States and the European Union are both deeply concerned that the Israeli government’s current policies will make a two-state resolution of this conflict impossible, and that there is growing tension as a result between President Obama and Prime Minister Netanyahu.

Those who continue to say that Israel’s current government actually believes in a two-state solution are fooling themselves, both JJ Goldberg and Ben-Yishai seem to be saying.

As a friend and passionate supporter of Israel as the democratic nation state of the Jewish people, I worry mightily about this Israeli government’s current direction.
